Queensland Government | PMO Capability Uplift | Infrastructure Portfolio
Sharp & Carter is partnering with a major Queensland Government department to identify an experienced Infrastructure Portfolio Management Lead – Capability to support a large-scale infrastructure transformation agenda.
This role sits within the Infrastructure Services Division, which oversees approximately $2 billion in annual infrastructure investment and supports a broader $40 billion asset base. The division is undertaking a number of business transformation initiatives to uplift maturity across portfolio management, financial management, asset management, contract management, information governance and digital enablement.
As the Infrastructure Portfolio Management Lead – Capability, you will be responsible for designing, establishing and leading a high-performing Capability & Improvement function within the Portfolio Management Office. This role is focused on improving project delivery maturity, embedding frameworks, strengthening governance, capturing lessons learned and driving continuous improvement across a complex capital and infrastructure portfolio.
The Role This is a leadership role suited to someone who has operated in senior PMO, portfolio management, capability uplift or delivery excellence environments. You will act as a trusted advisor to senior leaders and delivery teams, helping to embed disciplined project delivery, improve decision-making and create a stronger culture of continuous improvement.
Key responsibilities include:
- Establishing and leading the Capability & Improvement function, including its purpose, operating model and roadmap
- Developing delivery frameworks, methodologies, templates and guidance to support consistent, high-quality project delivery
- Defining strategic priorities across capability uplift, assurance, knowledge management and continuous improvement
- Leading a structured continuous improvement program across the infrastructure portfolio
- Analysing performance data and portfolio trends to improve planning, execution, reporting and benefits realisation
- Leading the end-to-end lessons learned process and ensuring insights are embedded into future initiatives
- Establishing forums, repositories and mechanisms to promote knowledge sharing across delivery teams
- Developing and delivering training, coaching, mentoring and communities of practice
- Providing expert advice on governance, methodology application and delivery practice
- Supporting assurance processes through health checks, reviews and assessments
- Building strong stakeholder relationships across all levels of the division and acting as an advocate for fit-for-purpose delivery methodologies [
You will ideally bring:
- Significant experience in PMO leadership, portfolio management or project delivery within infrastructure, capital works or asset-intensive environments
- Proven experience establishing or operating a capability uplift, improvement or enablement function
- Strong knowledge of project and portfolio methodologies such as PMBOK, PRINCE2, MSP, P3M3 or similar
- Demonstrated experience designing and delivering training, coaching, mentoring or professional development programs
- Strong capability in stakeholder engagement, facilitation, communication and influencing senior leaders
- Experience embedding new ways of working and driving adoption across diverse stakeholder groups
- Strong analytical skills, with the ability to use performance data and portfolio insights to improve delivery outcomes
- Exposure to government, transport, utilities, health, infrastructure or similarly complex environments will be highly regarded
- Familiarity with tools such as Power BI, SharePoint, MS Project and Excel would be beneficial
