About Brisbane 2032
The Brisbane 2032 Olympic and Paralympic Games (the Games) will be the largest event in South-East Queensland’s history, with the potential to deliver transformational change to our region. As the name suggests, the Brisbane Organising Committee for the 2032 Olympic and Paralympic Games (Brisbane 2032) is responsible for organising the Games. Some of Brisbane 2032’s operational responsibilities include: raising revenue through sponsorship, ticketing and the sale of Brisbane 2032 merchandise, sourcing the goods and services required to deliver the Games, managing the temporary overlay and operation of the venues and recruiting thousands of volunteers as well as many other elements that are essential in staging a world class global sporting event.

About the Position
The Director of Financial Planning will report to the Chief Finance Officer (when hired, and in the interim to the CEO) and will be responsible for all the budgeting and financial planning activity within the organisation. The role will provide critical support to the business, in particular to individual functional areas, in relation to budget setting, management and financial decision-making.
The successful candidate will initially be the sole provider of financial planning and budget management support, but the role will eventually lead a small team of finance professionals who will deliver this function across the entire business.
Key responsibilities will include:
- Support the development of the annual and lifetime budgets and embed a culture of fiscal responsibility in the business by working with functional areas to accurately project revenues and expenses and changes thereto in a timely manner across the entire OCOG lifecycle.
- Develop guiding principles for budget management and financial decision making and ensure they are applied consistently across the entire business.
- Work with functional area leads to ensure they are bought into their budget and understand budget drivers and the policies and procedures that apply to managing those budgets.
- Help functional areas make data-led decisions by providing data and assisting with scenario modelling.
- Unpack the candidature budget and work with the Senior Leadership Team to recast that budget into a whole of lifecycle budget that reflects realistic revenue and expenditure estimates. This work will form the basis of identifying risks and optimisation opportunities for further analysis and financial evaluation.
- Develop and implement a controlled whole of lifecycle budget review and change management procedure to ensure effective budget management.
- Work with the Director of Financial Management to design and implement a chart of accounts and budget structure that meets IOC and Brisbane 2032 requirements and that supports meaningful and robust financial management and reporting.
- Work with the Director of Financial Management to develop appropriate budget vs actual reporting on a periodic basis for management and the Board.
- Procure, implement and manage technology solutions, including an EPM system, to support efficient and effective budget management and financial decision-making.
- Work closely with the Commercial and Procurement Teams to identify and realise opportunities to generate commercial revenues, including identification, valuation and management of value-in-kind opportunities.
- Liaise with finance teams within the International Olympic Committee and International Paralympic Committee to ensure the financial planning function is delivered in accordance with IOC and IPC requirements.
In the context of the key responsibilities above, the ideal candidate will bring the below experience & competencies:
- Professional qualifications – CA/CPA/CIMA, combined with a relevant degree in accounting or finance.
- Experience in a similar financial planning role within a major multi-sport event environment.
- Experience supporting an executive management team in preparing and managing a multi billion dollar budget.
- Experience in supporting achievement of commercial revenue outcomes, including identification, valuation and management of value-in-kind opportunities.
- Experience in evaluating, selecting and implementing an EPM system.
- Experience delivering to deadlines and under pressure in a fast-paced and ever-changing environment.
- Experience dealing with complex stakeholder groups with competing interests and priorities.
- Strong team player who is happy to work in what will initially be a small collegiate team and then scale to a large and complex organisation.
- A willingness to be very hands-on, particularly during the early years, and provide all aspects of the function from day-to-day operations through to high-level strategic planning.
- Demonstrated ability to influence and collaborate to achieve outcomes.
