About Brisbane 2032
The Brisbane 2032 Olympic and Paralympic Games (the “Games”) will be the largest event in South-East Queensland’s history, with the potential to deliver transformational change to our region. As the name suggests, the Brisbane Organising Committee for the 2032 Olympic and Paralympic Games (“Brisbane 2032”) is responsible for organising the Games. Some of Brisbane 2032’s operational responsibilities include: raising revenue through sponsorship, ticketing and the sale of Brisbane 2032 merchandise, sourcing the goods and services required to deliver the Games, managing the temporary overlay and operation of the venues and recruiting thousands of volunteers as well as many other elements that are essential in staging a world class global sporting event.

About the Position
The Director, Procurement will report to the General Counsel and be responsible for the establishment and delivery of the procurement function for Brisbane 2032. The role will oversee sourcing of products and services by Brisbane 2032 and management of material resources over their lifecycle in a way that ensures delivery, budget and sustainability objectives are achieved.

The successful candidate will initially work with a very small procurement/legal team to meet the procurement needs of the business, but the role will eventually lead a team of procurement professionals who will procure a wide range of materials and equipment for building, fitting-out and dressing venues, use of sports equipment, event production, and provision of food and beverage, energy, water, clothing, paper, merchandise, Information Technology (IT) services, logistics and accommodation. 

Key Responsibilities will include:
  • Establish and operate a procurement function that meets the current needs of the organisation and is also scalable to meet future needs.
  • Establish and implement policies and procedures to ensure procurement activities meet the needs of the organisation, including the optimisation of commercial revenue opportunities, whilst also complying with contractual and statutory obligations such as under the Queensland Procurement Policy.
  • Ensure sustainability considerations are integrated into each stage of the procurement process and that products and materials are being treated as valuable resources and their lifecycles optimised.
  • Ensure appropriate governance structures are implemented to facilitate efficient, optimised and defensible procurement decisions that support strategic priorities, including the achievement of commercial revenue targets.
  • Work with the Director of Legal Affairs to develop a Contract Management framework to provide effective oversight, verification and change control procedures to ensure appropriate performance and management of all supply contracts.
  • Develop and implement a complaints and dispute resolution framework that provides a credible and transparent way of managing financial, performance and reputational risk.
  • Work closely with the Commercial and Financial Planning Teams to identify and realise opportunities to generate commercial revenues and/or offset operating expenses, including identification, valuation and management of value-in-kind opportunities.
  • Develop and implement a forward procurement planning framework that ensures procurement requirements are identified in a timely manner and reviewed at appropriate intervals to ensure business needs are met and commercial revenue opportunities are maximised.
  • Liaise with key delivery partners, in particular the Queensland Government, on whole of project procurement programs, including supply chain development and sustainability initiatives.
  • Work with senior leadership and functional areas to identify and implement procurement optimisation opportunities.
  • Design and implement appropriate monitoring and reporting processes to ensure senior management and the Brisbane 2032 Board are at all times informed of relevant procurement information.
About You
The ideal candidate will bring the below experience & competencies:  
  • Experience in a similar procurement leadership role within a major multi-sport event environment.
  • Experience in supporting achievement of commercial revenue outcomes, including identification, valuation and management of value-in-kind opportunities.
  • Strong understanding of Queensland Procurement Policy and experience in delivering procurement outcomes and meeting procurement compliance obligations for Queensland Government departments or agencies.
  • Experience delivering to deadlines and under pressure in a fast-paced and ever-changing environment.
  • Experience dealing with complex stakeholder groups with competing interests and priorities.
  • Strong team player who is happy to work in what will initially be a small collegiate team and then scale to a large and complex organization.
  • A willingness to be very hands-on, particularly during the early years, and undertake all aspects of procurement activity from day-to-day operations through to high-level strategic planning.
  • Demonstrated ability to influence and collaborate to achieve outcomes.
