The Opportunity In consultation with executives, senior management and key stakeholders across Council, you will be responsible for setting the direction and leading the development of a Health, Safety and Wellbeing Strategy to build and enhance Council’s safety awareness, culture, capabilities, controls and processes and provide assurance on their effectiveness. You will oversee the development and implementation of initiatives to manage and continually improve Health, Safety and Wellbeing across Council, providing expert advice in relation to the management of critical controls and compliance with relevant legislation, acts and codes of practice to assist with assessment and management of legal and regulatory obligations. Key Responsibilities Partner with senior and executive managers as a change agent to encourage appropriate management practices and increase workplace health and safety maturity to achieve organizational culture focused on high levels of safety; Provide strategic advice on cost-effective controls, risk mitigation and minimization to meet the requirements for compliance with all relevant legislation, acts and codes of practice, including self insurer workers compensation; Provide high- level advice and issues management support to Council management and oversee the implementation and effectiveness of WHS governance and consultative frameworks at the Council; Direct and lead the development and implementation of the Council’s WHS Strategy and the WHS Management System within Council, and develop effective management systems that reduce complexity and compliance burden; Liaise with external stakeholders, including regulatory bodies and represent Council in WHS related industries, and liaise with professional and community groups in relation to WHS requirements to build and maintain positive working relationships; Oversee and contribute to the execution of WHS Risk Management process, including critical risks and controls and provide technical, organizational and strategic information to inform Council’s Enterprise Risk management processes. Skills & Experience Achievement in driving significant health, safety and wellbeing improvement initiatives in a large, complex organisation or government setting; Extensive knowledge of contemporary WHS and risk management systems, processes and principles, WHS legislation and experience in managing Workers’ Compensation programs; Strong leadership skills to develop and lead a team of professionals to achieve organisational objectives; Relationship building skills which focus on collaboration, partnership and open communication to promote a strong safety culture at RCC; High-level discovery, analytical and problem-solving skills in reviewing and analyzing WHS strategic and systematic performance, evaluating integrity of WHS programs and providing recommendations for WHS strategic direction and governance; Demonstrated experience in a health and safety management role, combined with tertiary qualifications in occupational health and safety or related management discipline.
