Our client, a large public sector organisation, is undertaking a multi-year transformation to improve how its extensive infrastructure portfolio, worth over $40 billion—is managed and delivered. With an annual capital works program of approximately $2 billion, this organisation plays a critical role in delivering the essential infrastructure that supports communities across Queensland.

To support this transformation, they are seeking an Infrastructure Delivery Specialist (SME) to contribute to a significant Portfolio and Financial Management Improvement (PFMI) Program. This program is focused on building maturity across project, program, and portfolio management (P3M), with embedded support from a leading consultancy.

About the Role This role will work within an internal transformation team and partner closely with consulting experts to uplift capability across project lifecycle management, governance, procurement, and delivery assurance. You’ll play a central role in interpreting and applying key frameworks (such as the Queensland Project Assessment Framework) and will help lead the design and roll-out of a standardised Project Lifecycle Framework for infrastructure delivery.

Key Responsibilities:

• Provide subject matter expertise in infrastructure delivery, capital planning, and project governance
• Support the design and implementation of consistent project lifecycle processes
• Align processes with government frameworks and Treasury assurance requirements
• Collaborate with internal and external stakeholders across diverse functions
• Lead or facilitate workshops, briefings, and capability uplift activities
• Translate complex requirements into practical tools, templates and guidance
• Identify opportunities to improve capacity, capability and contract management maturity
• Build cross-functional relationships to ensure adoption of new delivery approaches

Desirable

• Background in infrastructure delivery within government or large public organisations
• Experience with business transformation in a capital works context
• Strong understanding of contract management, procurement and risk mitigation
• Knowledge of Queensland Government infrastructure planning or delivery frameworks
• Qualifications in Construction Management, Project Management, Planning, or related disciplines
