Our client is embarking on a transformative cultural and values realignment program, led by the People and Strategy division. The first priority is a values reset, with the aim of embedding lasting cultural change across the organisation. We’re looking for a seasoned Change Manager with Project Management experience and a strong understanding of organisational culture and change, to lead this work in partnership with a specialist consulting firm.

This is a unique opportunity to help drive cultural uplift across one of Queensland’s most respected statutory bodies, with strong sponsorship from the executive team.

Key Responsibilities:
  • Lead the end-to-end delivery of the Values Reset Project, including planning, governance, execution, and stakeholder engagement
  • Act as the central conduit between internal stakeholders (CEO, People & Strategy, BAU teams, Communications, and Corporate Services) and the external consultancy
  • Partner closely with People & Strategy lead and other exec stakeholders to drive outcomes and embed sustainable cultural change
  • Navigate internal project processes (e.g. concept papers, business cases, governance checkpoints) in line with delivery framework
  • Coordinate cross-functional inputs from BAU teams and portfolio work streams to ensure integration and alignment
  • Support future cultural initiatives beyond the values reset as the program evolves
  • Identify and manage delivery risks, track progress against time/cost/quality benchmarks, and implement mitigation strategies as needed

What We’re Looking For:
  • Proven experience delivering culture or values-led transformation programs (public or private sector)
  • Strong grasp of change management principles, ideally in environments where culture and behaviour change are core focus areas
  • Skilled in project delivery – able to manage scope, schedules, budgets, and stakeholder relationships
  • High emotional intelligence and strong facilitation/communication skills – able to bring diverse stakeholders together and ‘win hearts and minds’
  • Comfortable operating in greenfield environments with limited precedent
  • Confident engaging at exec level and contributing to broader people and transformation strategy
  • Prior experience working with or alongside external consultancies is a plus
